Breaking Silos, Building Elderly Care in the China Region: Where Medical, Business & Social Models Converge

Mr HO Kai-ming has been Under Secretary for Labour and Welfare since 2020. He has served as Council Member of the Chinese University of
Hong Kong, Director-General of the Hong Kong Manufacturing Industry Employees General Union, and as a member of the Executive Committee of the Hong Kong Clerical and Professional Employees General Union.
Prior to joining the Government, Mr Ho was a member of the Legislative Council, and of the Kwun Tong District Council from 2012 to 2019. He is also a member of the Hong Kong Federation of Trade Unions. Mr Ho holds a Bachelor of Arts degree from the Chinese University of Hong Kong.

Prof He holds a tenured professorship at the Division of Public Policy, HKUST. He also serves as the Acting Director of the Institute for Public Policy and Co-Director of the Master of Public Policy (MPP) Program of HKUST. He received his PhD degree in Public Policy from the Lee Kuan Yew School of Public Policy, National University of Singapore. He specializes in health policy and governance, comparative social policy, and policy innovation. Prof. He has been ranked among the world’s top 2% most cited scientists in public administration and policy since 2021. In 2025, he was conferred the Transition and Developing Economies Award by the International Public Policy Association (IPPA), making him the first Chinese national to receive one of the ‘big three’ awards that IPPA honours individual scholars. He is also the recipient of Hong Kong Research Council’s Humanities and Social Sciences Prestigious Fellowship. Prof He has taught in many executive training programs for senior officials from National Health Commission and local health commissions, as well as civil servants from local governments of mainland China.

Dr. Felix Lee is Co-CEO of The GBA Healthcare Group (“GBAH”), an organisation founded in Hong Kong that has been pioneering private public partnerships for healthcare services with various regional governments in the Greater Bay Area (“GBA”) since 2014. GBAH has delivered primary care training to, and credentialling, of over 3,500 doctors and nurses in the GBA, and built over 250+ private-public-partnership clinics and hospitals in partnership with regional governments. Through such a vast primary care to hospitals service network, GBAH is creating innovative alternative payment models with commercial health insurers, based on family medicine and preventive care practices, to implement value-based health insurance propositions. The goal of GBAH is to make healthcare services more accessible, accountable and affordable to everyone. Dr. Felix Lee is also the Senior Vice President and Head of Healthcare Investments of Chow Tai Fook Enterprises Limited, and serves as Chairman of the China Committee, the Hong Kong General Chamber of Commerce (HKGCC).

With extensive experience in the senior care industry since 2018, I have developed extensive expertise in comprehensive operational management of CCRC (Continuing Care Retirement Community) models, specialized in:
（1）Marketing infrastructure development and market outreach.
（2）Customer satisfaction enhancement and service quality control.
（3）Quality and safety standardization system establishment.
（4）Brand value creation and communication.
（5）Talent development and management model innovation.
Currently overseeing the implementation of Taikang Insurance Group's "Urban Senior Care Network" strategy in the Guangdong-Hong Kong-Macao Greater Bay Area, while coordinating the synergistic development of multiple projects across the region.

Ms. Zhang Danling is currently in charge of the operation services of Pacific Care Home - Xiamen International Continuing Care Retirement Community, a subsidiary of China Pacific Insurance (Group) Co., Ltd (CPIC). Pacific Care Home is a well-known senior care brand under China Pacific Insurance (Group) Co., Ltd.

Pacific Care Home’s product line covers various forms of "full aging scenarios" (3+2+X), meeting customer needs at all stages of "from self-care to nursing" and providing optimal solutions to customers' aging needs. Currently, Pacific Care Home has 15 projects in 13 cities across the Yangtze River Delta, the Greater Bay Area, the Bohai Rim, the Chengdu-Chongqing Area, and the central region, with 10 projects already open for operation.

Ms. Zhang Danling has been engaged in the long-term holding investment of insurance funds, the operation and management of large-scale, full-featured, high-quality medical and nursing care-integrated services for senior care communities since 2015. She has served as service director, operations director, community general manager, and other positions in Beijing, Guangzhou, Shanghai, Xiamen, and other places. She has extensive experience in the preparation and opening of senior care communities, the construction and implementation of operational service systems, and operational service management.
