Exploring Primary Health Care Models
- The Hong Kong public hospitals facing high occupancy rate and increasing workload on nursing staff. The public only finger points to the lack of support and resources from the Government. However, the roots of the problem have never been widely discussed and seriously tackled.
- It is encouraging to witness that the Government at the Health Policy Address in 2018, has proposed a proactive approach of establishing district based community health centres (DHC) in the 18 administrative districts. For the first time the Government has focused on the development of primary health care and enhancing public awareness in disease prevention and self-health management.
- This session will look into priority areas for primary health care and explore an effective and sustainable Primary Health Care Model for Hong Kong.

Mr Chow is currently serving citizens in Kwai Tsing District. He is also a Member of Community Investment and Inclusion Fund of the Labour and Welfare Bureau and Hospital Governing Committee of Caritas Medical Centre.
Mr Chow served as a member of Citizens Advisory Committee on Community Relations of ICAC (2007-2012), a member of Committee on Venue Partnership of Leisure and Cultural Services Department (2006-2012) and a member of Committee on Museums (2004-2007).

Dr CHU Wai-Sing Daniel
Family Medicine Specialist
Dr. Chu worked in HA for 20 years and was COS of the Department of FM&PHC of the HKEC before he shifted to private practice. He taught extensively in Hong Kong and Mainland China on various topics of Family Medicine and Health Care Management. He is a firm believer of collaboration, a supporter of the development of Primary Care Nurses, who works closely with NGOs and Social sector in Patient Empowerment, Psychosocial Care and led the development of IMHP.

Dr TSO, with her over 40 years nursing background, has been in senior executive positions in Hong Kong Hospital Authority for over 25 years. During the period, she has been appointed as the General Manager of the Queen Elizabeth Hospital and concurrently the Cluster General Manager of the Kowloon Central Cluster Hospitals.
The most significant part of her nursing career is, she has effectively and efficiently led the healthcare teams in meeting the biggest challenge of SARS in 2003 and has won the international quality award on a joint community care project in 2010. She was then , upon her retirement, being head-hunted by the Founder of Hospital Corporation of America (HCA) to become a CEO to commission their first International Hospital in Ningbo, PRC under China Health Corporation (CHC).
