Miss Lee has been serving as the Director of Social Welfare since 10 August 2022 to oversee the Social Welfare Department in implementing a wide spectrum of welfare services in Hong Kong, including elderly, rehabilitation, youth, family and child welfare services, as well as various social security schemes. She joined the Administrative Service of the Government of the Hong Kong Special Administrative Region in 1993 and has served in various bureaux and departments. She was appointed as the Principal Assistant Secretary for the Civil Service, Deputy Secretary for Constitutional and Mainland Affairs, and Deputy Head for Policy Innovation and Co-ordination Office (later renamed Deputy Head, Policy Address Team, Chief Secretary for Administration's Office) in 2008, 2011 and 2019 respectively.

Dr. Lanning Tian has a Ph.D. in Health and Welfare Management, International University of Health and Welfare (IUHW). And she graduated with Master’s Degree from Depaul University in the United States, majoring in Information System Management. She is fluent in English, Chinese and Japanese. She was once the Director of IT Department in Social Welfare Centre and led the National Information System for Aged Services funded by the Ministry of Civil Affairs.
In 2014, she founded SSIDC Senior Services Informatics Innovation Research Center and the Zhongguancun SSIDC Smart Health and Senior Care Industrial Alliance. She is also the editor-in-chief of the “Empower the Next Stage of Life” book series. Dr. Lanning Tian is an advocate for the concept of “The Third Life”.
Now Dr. Lanning Tian is also the Vice President of China Association of Social Welfare and Senior Service, and a Research Fellow at the Center of Gerontology, Tsinghua University. In 2024, Dr. Lanning Tian serves as the Rotating Chairperson of AGEING SOCIETY 30 FORUM. Before she come back China in 2010 she worked at both Welgreens company and Accenture company.

Mr Kenneth Chan is the President of Greater Bay Area Healthcare and Elderly Services Association. Mr Chan had committed to the enhancement of elderly welfare for over twenty years, and held a number of public service positions throughout the years. Mr Chan was appointed as the member of the Elderly Commission from 2005 to 2011. Activity involved in the quality advancement of local elderly service, Mr Chan had led his team of professions in direct service and contributed to implementing the diversified service model on community support and residential care all over Hong Kong.

Zhixian YANG has over 20 years of experience in clinical nursing at the Third Affiliated Hospital, Sun Yat-sen University, in Guangzhou. Through her extensive clinical work, she has accumulated substantial experience in nursing management and education. Yang is also highly skilled in nursing care and emergency treatment of critical illnesses, with a focus on cardiovascular, respiratory, chronic geriatric diseases and spiritual healing for elderly patients.

Professor Lou Vivian W. Q. is the Director of Sau Po Centre on Ageing, and Professor at Department of Social Work & Social Administration at The University of Hong Kong. Her research interests focus on family gerontology, in particular family caregiving for dementia, stroke, end-of-life older adults, and social adaptation and mental health of Chinese older adults and family caregivers. She has committed to cross-sector collaboration with community partners, social enterprises, and the market. Prof. Lou has been appointed as a member of Statistics Advisory Board, Community Investment and Inclusion Fund, Senior Police Call Central Advisory Board, and Elderly Academy Development Foundation of the HKSAR Government. She is a fellow of the Gerontological Society of America, and a Council member of Hong Kong Association of Gerontology and Consortium of Institutes of Family Limited (CIFA). Professor Lou is recognized as Healthy Ageing 50 leaders transforming the world to be a better place in which to grow older in 2022, Woman Change Maker in STEM in 2023, and Ageing Asia global Ageing Influencer 2024.
