Mr Ho has been Under Secretary for Labour and Welfare since 2020.
Mr Ho had served as Council Member of the Chinese University of Hong Kong, Director-General of the Hong Kong Manufacturing Industry Employees General Union, and as a member of the Executive Committee of the Hong Kong Clerical and Professional Employees General Union. Prior to joining the Government, Mr Ho was a member of the Legislative Council, and of the Kwun Tong District Council from 2012 to 2019. He is a member of the Hong Kong Federation of Trade Unions.
Mr Ho had served as Council Member of the Chinese University of Hong Kong, Director-General of the Hong Kong Manufacturing Industry Employees General Union, and as a member of the Executive Committee of the Hong Kong Clerical and Professional Employees General Union. Mr NIU Xiaobo
Secretary-General, China Ageing Development Foundation
Mr.Niu Xiaobo has served as secretary-general of the China Ageing Development Foundation since October 2025, fully overseeing the daily operations of the Foundation's secretariat.
Mr. Niu Xiaobo has dedicated many years of his career to the Chinese Red Cross Foundation (CRCF). From 2020 to 2025, he served as the Senior Director of the CRCF, while concurrently holding the positions of Director of the Humanitarian Education Project Office and Assistant to the Dean of the International Academy of Red Cross and Red Crescent. In these roles, he was fully responsible for core functions including the foundation's strategic transformation and development planning, humanitarian education project management, and capacity building on humanitarianism.
Previously, from 2016 to 2019, Mr. Niu served as the Director of Corporate Social Responsibility (CSR) for Didi Chuxing Group and the Secretary-General of the Didi Foundation. During this tenure, he spearheaded the establishment of the Didi Foundation and the construction of its governance framework, while also overseeing the strategic planning and implementation of the group's CSR and public welfare project systems.
Earlier in his career, between 2012 and 2016, Mr. Niu was the Head of the Public Communication Department at the CRCF. He was primarily responsible for key duties such as building the institutional communication system, coordinating public affairs, and managing crisis communications.
Mr. Niu Xiaobo’s professional background is characterized by its diverse, cross-sector experience. He began his career at the Beijing Municipal Civil Affairs Bureau from 1996 to 2001, focusing on social organization management and public affairs. From 2004 to 2008, he worked as a journalist and editor for the 21st Century Business Herald. Starting in 2008, he concurrently served as the Executive Editor of Fortune Times and the Chief Representative for China at Access Point, holding the latter position until 2012.
Mr. Niu studied economic law and library science at Peking University and holds a master's degree in law (LL.M.).

Mr Brian SIU
Executive Director; Chief Operation Officer, New Frontier GBA
Mr. Brian Siu serves is responsible for strategic planning and business development of New Frontier Group in the GBA, with primary oversight of the construction and overall operation and management of Shenzhen New Frontier United Family Hospital (SZU). Under his leadership, SZU has become one of the fastest-growing and most promising hospitals within the Group within just a few years, establishing itself as a representative hospital in the GBA through multiple policy breakthroughs. Mr. Siu also works closely with the investment team of New Frontier Group, participating in the formulation of deal terms, project structuring and execution of investment projects.
Before joining New Frontier Group, Mr. Siu possesses a hybrid background in top-tier management consulting and international venture capital. He previously worked at McKinsey & Company Greater China as Business Analyst and Engagement Manager, providing strategic consulting services to leading enterprises across healthcare, financial services, technology and internet, and consumer goods sectors. Subsequently, he joined Nova Founders Capital as Venture Capital Manager, leading early-stage and growth-stage investment projects. He managed over ten fintech portfolio companies across Asia, Europe and Latin America, overseeing their annual online marketing budget exceeding HKD 100 million and growth strategies. Mr. Siu has extensive experience in digital marketing and performance-driven investment.
As a key driver of the Group's operations and expansion, Mr. Siu has achieved significant milestones in promoting cross-border healthcare integration between Shenzhen and Hong Kong. He facilitated the inclusion of SZU in the "Hong Kong and Macao drug and medical device transit" initiative and Hong Kong's cross-border medical payment network, thereby strengthening the Group's innovative healthcare service capabilities in the Greater Bay Area. Leveraging his hybrid background in strategic planning, investment execution and commercial operations, Mr. Siu continues to work with the Group's senior leadership team to drive New Frontier Group's ecosystem development and synergistic growth across healthcare, insurtech and innovative services sectors.

Fuwei Zhang serves as Chairman of Red Maple Group.
In 1999, he founded Xingtai Xinhua Real Estate Development Co., Ltd. and took office as Chairman. Driven by strategic industrial upgrading, he established Red Maple Group in 2008, focusing on building a comprehensive industrial ecosystem for medical and senior care. With over a decade of in-depth exploration and steady development, the Group has developed a robust business system. It takes medical and senior care operational services as the core pillar, with synchronized development of senior care technology and professional education and training, forming a distinctive "One Body with Two Wings" strategic layout.
A dedicated practitioner in the elderly health industry, Mr. Zhang was conferred the title of National Model for Respecting, Caring for and Assisting the Elderly in 2020. He is a specially appointed elderly health expert by the National Health Commission of the People’s Republic of China. His other concurrent professional positions include Vice President of the Geriatric Integrated Medical and Senior Care Branch of the China Health Industry Enterprise Management Association, Vice President of the Senior Care Branch of the Chinese Association for Geriatric Health Care, Member of the Pension and Housekeeping Service Committee of the All-China Federation of Industry and Commerce, and Member of the First Expert Committee of the Key Laboratory for Age-friendly Buildings and Environments under the Ministry of Housing and Urban-Rural Development.
Committed to advancing national vocational education, he participated in the development of national higher vocational education standards as a core member of the project team that compiled the Program Profile for the undergraduate major in Medical and Senior Care Management. Additionally, he serves as the Editor-in-Chief of the professional textbook Health Care Practitioner (Long-term Care Practitioner).
