Abstract
Across the world, integrated care is reshaping how housing, community and social infrastructure are designed in response to complex and evolving needs. This session explores innovative models that connect people, strengthen interdisciplinary/intersectoral coordination, and create a supportive environment for the future.

Mr TAI Sheung Shing, Victor
Under Secretary for Housing, Housing Bureau, The Government of the HKSAR
Mr. Victor Tai was appointed the Under Secretary for Housing of the HKSAR on 25 July 2022. Victor is an architect with over 30 years of experience covering project and programme management of public architecture projects in the Architectural Services Department, planning and implementation of the Kai Tak Sports Park in the former Home Affairs Bureau and works policies formulation in the Development Bureau.

Mr Leo CHAN
CEO, Hygge Living
Mr. Leo Chan is currently the Chief Executive Officer of Hygge Living, an organization dedicated to providing comprehensive, high-quality retirement and elderly care solutions for seniors in Hong Kong. Its service units are located across Hong Kong and the Guangdong–Hong Kong–Macao Greater Bay Area (GBA), offering a diverse range of facilities and services, including residential care homes for the elderly, day care centres, home support services and community medical clinics. The organization aims to provide high-quality, diversified elderly care options for seniors who wish to enjoy their retirement years in the GBA.
Mr. Chan has long been committed to promoting innovation in Hong Kong’s elderly care sector through a social enterprise operating model. He also actively encourages younger generations to join the elderly care industry, apply their professional expertise and contribute to society. At the same time, he is dedicated to advocating for a carer-centred policy approach and enhancing public recognition of the role and value of carers. In recognition of his outstanding achievements in elderly care service innovation, Mr. Chan received the Outstanding Young Entrepreneur in the Guangdong–Hong Kong–Macao Greater Bay Area award in 2021, establishing him as a representative of the new generation driving innovation in Hong Kong’s elderly care services.

Ms CHAU Shuk King, Kitty
Social & Elderly Wellness Director, Hong Kong Housing Society
Kitty Chau Shuk-king is a Registered Social Worker and currently serves as the Social & Elderly Wellness Director of the Hong Kong Housing Society.
Prior to joining the Hong Kong Housing Society, Kitty served in senior executive positions to oversee family services, rehabilitation services, children and youth services, as well as community care and residential services for the elderly. Beyond her core work in social service, Kitty has spearheaded innovative projects and service models aimed at addressing emerging social needs and bridging service gaps. She has a strong passion for community building and sustainability which echo the service mission of Hong Kong Housing Society as a world-class housing solution provider and innovator with leadership in quality, value for money and management.
Her leadership and commitment to social service have made her a passionate figure in the sector. Her work continues to impact many lives positively, reflecting her dedication to social service, elderly care and community development.

Ms CHENG Chee Har, Ada
Chief Executive Officer, Australian Nursing Home Foundation
Ada Cheng is the CEO of the Australian Nursing Home Foundation and has over30 years of experience in Aged Care Management and a proven track record instrategic planning and service development. Ada was on the Steering Committee of the National Ageing and Aged Care Strategy for People from Culturally and Linguistically Diverse (CALD) Backgrounds and served on the CALD Aged Care Strategy Working Group. Currently, Ada serves on the Board of the Ethnic Communities Council of NSW and the Positive CALD Ageing Network of the Federation of Ethnic Communities Councils of Australia. Ada is a qualified Social Worker, holds a Master’s degree in Community Management, and is a graduate member (GAICD) of the Australian Institute of Company Directors.
Ms Carmel Joy L. LLABORE-LORETE, MM
Public Relations Officer, Philippine Retirement Authority
Carmel brings over 15 years of dedicated service in the Philippine government, with a deep commitment to public service.
At the Philippine Retirement Authority (PRA), Carmel serves as Public Relations Officer in the Marketing Department, where she focuses on connecting with retirees and individuals considering the Philippines as their second home. Her work spans strategic marketing initiatives, client services, and outreach programs all aimed at making retirement in the Philippines an accessible and fulfilling experience for foreigners and retirees.
She holds a Bachelor of Science in Business Administration major in Financial Management from Bicol University, Philippines, and a Master of Management in Business Management from the University of the Philippines. She also holds Chinese language proficiency certificates (HSK Levels I and II), reflecting her genuine effort to reach and connect with communities.

Assistant Professor, School of Architecture, The Chinese University of Hong Kong
Prof MO Kar Him is the Chairman and Co-founder of Happy Ageing Lab and an Assistant Professor at the School of Architecture, The Chinese University of Hong Kong. His research focuses on the design and planning of housing, promoting a supportive and inclusive living environment for older adults. With a vision to translate academic research into implementable solutions, the Lab collaborates with public/private housing suppliers, property management companies and service providers to plan, design and deliver innovative housing prototypes through an evidence-based and participatory R&D.
